A Telegram account is tied to a phone number and asks for a code when you sign in from a new device. If you opened the account with a one-time number, that number is no longer yours a few days later when you want to log in on a computer or a second phone. A rental number is reserved for you alone for the period you choose (1 day, 3 days, 1 week or 1 month), and every SMS code Telegram sends during that time is listed in your panel.
When you open Telegram on a computer or in a browser, the code goes into the app if you have an active session. If your only device is off or your session has ended, the code is requested by SMS; while the rental is running, that SMS reaches you.
If you will run a channel or group from a separate account for a few weeks, a rental number makes sure you do not miss that account's login codes in its first weeks.
Changing the number on Telegram keeps the account, chats and channels. If you are keeping the account, you can switch to a permanent number before the rental ends.
Telegram sends a code by SMS to the number at first sign-up. Once the account exists, when you sign in from a new device it usually delivers the code first as a "Telegram" chat message on another device where the account is open. So if no SMS reaches the rental number, check your open sessions first; the code is most likely there. If the login screen offers to send the code by SMS, you can use that.
At some sign-ups Telegram may ask for an email address before sending an SMS, or send the code to that email instead. That is Telegram's own choice and does not depend on the number. For a one-off sign-up the one-time number on the Telegram SMS verification page is cheaper; a rental number is for when you expect SMS codes after sign-up too.
When the rental ends, the number stops being yours and may later be rented to another user. If that person tries to sign in to Telegram with it, the SMS code goes to them. The most effective protection is to set a cloud password and add a recovery email under Settings → Privacy and Security → Two-Step Verification on the day you open the account. Then someone who only has the SMS code cannot get into your account.
In Telegram you can tap your number in Settings and use "Change Number" to move the account to a permanent number; chats, channels and contacts are kept. The account is also set to delete itself after a long period of inactivity; check that period in Privacy and Security. Telegram does not restrict sign-up by country; price, stock and the periods on offer are what decide. The live table below shows, for each period, the lowest-priced country right now and that offer's cancellation rule. Even within one country the rule can change with the period: a 1-day offer may allow free cancellation while a 1-week or 1-month offer is non-cancellable.

Yes. A rental number for Telegram receives SMS codes from Telegram. At some sign-ups Telegram may also ask for an email address; that does not depend on the number.
If the account is open on another device, Telegram sends the code there first, inside the app. Check your open session; if the login screen offers SMS, use that.
If you will open the account on your other devices within a few days, 3 days or 1 week is usually enough. For long-term use, turn on the cloud password and extend before the period ends, or switch to a permanent number.
On offers that allow cancellation, if no SMS arrives within the free cancellation window you can cancel and get the amount back on your balance. After the first SMS it cannot be cancelled; non-cancellable offers have no refund.
The account keeps working on your signed-in devices. But since the number is no longer yours, the SMS code for a new-device login will not reach you. The cloud password and recovery email protect your account once the number passes to someone else.
A rental number for Telegram receives Telegram SMS only. If you want one number for several services, look at the "All Apps" option; it costs more, and bank and payment SMS may not arrive.
